i'm new to tutorialms and somewhat new to webdesign. I looked at the
http://www.dwtutorials.com/ and i really like the roll over the adobe applications.
I was wondering if i were to design a .psd file how hard it would be to turn it into a style, could someone help me do this?

You will need Javascript or jQuery to get that kind of effect. .psd files are image-based file that can only be opened by photoshop and they can't be used by your website (you have to save them as .jpg, .gif or .png if you want to use them in a website, these 3 are the most common image format). You can create your website's design in Photoshop (and save as .psd) but you can't rely on Photoshop to create a website.

It sounds like what you're looking for would require a fair bit of time and work. You're probably going to need to contract someone. The forum "marketplace" is a good place to post for those services.
If you design the .psd file it would give an idea of what you'd like the site to look like, which does help, but there would still be a lot to be done from there. But if you were going to try your hand at building then there's a lot of good information to search for in this forum, and good help for specific questions you would have.
